The development follows a report submitted to the Senate President, Dr. Abubakar Bukola Saraki by the Senator Ali Ndume-led technical committee on the reforming the budget process in Nigeria.

“The proposed budget calendar that will ensure that the President assents to the appropriations law by third week of December while the Medium Term Expenditure Framework (MTEF) is submitted in the second week of July as the first step in the budget process.

“Part of the recommendations in the report submitted last Thursday include the proposed provision of a legal backing for national development plans, and enactment of organic budget law to fix a realistic budget calendar,” the statement said.

According to the report, the broad strategies aimed at improving the budget process “revolve around reforming laws and frameworks for budget formulation, enactment, and implementation, aligning the budget process to international best practices, strengthening capacities, and institutions for budget formulation and implementation, and strengthening the revenue base for budget implementation.”

Some of the key reform strategies for budget preparation are:

* Alter Section 81(1) of the 1999 Constitution and amend Sections 11 and 14 of the Fiscal Responsibility Act (FRA) to provide for a fixed and realistic budget calendar by which the President will present the budget to tue National Assembly by the first week of September, considered and passed by by 30th November and assented to by the President by the second week of December.

* Provide legal backing for development plans to serve as basis for the annual budget and ensure continuity of development plans. In this regard, complete the legislative actions initiated for the enactment of laws:

“Development Planing Act” and “Project Implementation and Continuity Act”, pending in NASS.

* Amend Sections 13-18 of the Fiscal Responsibility Act to link MTEF with a development plan. Other defendants in the suit are the National Chairman of AD, Chief Joseph Avaci; the AD National Secretary, Mr Akin Fashogbon; and the Independent National Electoral Commission.

The suit is attached with a 42-paragraph affidavit in support of the Originating Summons and disposed to by one Babatunde Tijani of No. 7, Kwali Close, Area B, Abuja.

The plaintiff urged the court to determine whether “Oke, being a member of the All Progressives Congress and contested in APC primary of September 3 can surreptitiously become the candidate of AD in Ondo State in the 2016 Governorship Election having regard to the provisions of Article 21.4 of the Constitution of AD”.

The court is also to determine:
“Whether by Article 21.4 of the Constitution of AD, Oke can be said to eligible to contest on the platform of

“Whether having regard to the provisions of Article 21.4 of the Constitution of AD, Oke not being a member of the AD for duration six months can lawfully contest for the 2016 Governorship Election in Ondo State on the platform of AD.

“Whether in view of Article 6(a) of the Constitution of AD, Oke can be said to be a member of the party.’’

Aworele also sought the declaration of the court that: “By the virtue of the provisions of Article 21.4 of the Constitution of AD on issue of eligibility, Oke is not eligible to run for any election on the platform of the party.

“An order of the court setting aside the forwarding of the name of Oke as the party candidate to INEC by the party’s National Secretary, Mr Akin Fashogbon.

“A perpetual injunction restraining Oke from parading himself as the candidate of AD and for INEC not to recognise him as the party’s candidate in the Nov. 26 Governorship Election in Ondo State.’’

Article 21.4 of the AD Constitution states; “No member shall be eligible to contest any election unless that member had been a financial member at least six months before the date of such.

“This clause shall not apply to anyone granted a waiver by the National Executive Committee (NEC) of the party.’’

No date has been fixed to hear the case.

Oyo government slashes salaries, entitlements of political appointees

Government of Oyo State on Monday announced 50 per cent slash of salaries and entitlement of all political appointees in the state owing to the prevailing economic situation in the country.

The announcement was made by Secretary to the State Government, Mr. Olalekan Alli, who addressed newsmen at the state secretariat, Ibadan, adding that the slash will begin with immediate effect.

According to him, “The slash in salary is for all political appointees starting from the Governor, Deputy Governor, Commissioners, Special Advisers, Senior Special Adviser, among others.

“This was approved by the governor along with his cabinet members at the last executive members meeting. This will also include slash in government expense profile, and compensation of political appointees.”

Alli who noted that the Governor would not be excluded from the process, expressed hope that the restructuring exercise of the government would impact positively on the state’s Internally Generated Revenue.

He further disclosed that the state government had almost completed a ten thousand metric tonnes of Silo at Oyo town, adding that this will be replicated across all senatorial districts in the state, to guarantee food security for people of Oyo.

Alli noted that the current verification exercise to restructure the civil service has revealed several anomalies in the system, assuring that the state government would not relent in addressing all systemic anomalies while maintaining cordial relationship with the state labour union

Wiki accuse INEC and APC of printing fake result sheet

Rivers State Governor, Nyesom Wike, has accused the Independent National Electoral Commission, INEC, and the Nigeria Police of collaborating with the All Progressives Congress, APC, to rig the December 10, 2016, legislative rerun in the state.

Wike accused the state APC of printing fake result sheets and other election materials inside a building located at No. 12, Isiokpo Street, D-Line, Port Harcourt.

Wike told newsmen on Sunday at the Government House in Port Harcourt, that the police had refused to arrest alleged APC members behind the crime.

“Yesterday, we burst the gang that has been printing ballot papers and result sheets for elections that have been suspended. You can see why we are saying that INEC is colluding with APC to rig the election. But INEC has been saying it is because of insecurity.

“These people (APC) are aware of the units where the elections will take place. Meanwhile, INEC has not told us the units where the rerun elections will be conducted. APC had gone ahead to print sensitive materials for senatorial and House of Representatives and House of Assembly.

“INEC has a hidden agenda and that is to rig this election. As for security, take for example, the police. I made sure that the team had a video of the evidence before handing it over to the police. You know that police can kill evidence”, he stated.

The governor, however, said that instead of police charging them to court, “the police are saying that they have an order to release the suspects. We know that the APC will not own up to it (the crime).”

Gunmen kidnapp politician in Akwa Ibom

Unidentified gunmen have kidnapped a prominent politician and businessman, Mr Amaete Akpan Ntuk from Ikot Abasi Local Government Area of Akwa Ibom State.

The News Agency of Nigeria (NAN) learnt that Ntuk was abducted with his wife around 7pm on Saturday, on his way home from Ibom International Airport.

NAN also gathered that the incident occurred at a village in Mkpat Enin Local Government area, near Ikot Abasi.

It was learnt that they were returning home after attending the inauguration of the new Managing Director of the Niger-Delta Development Commission NDDC, Obong Nsima Ekere in Abuja on Friday.

The Police Public Relations Officer in Akwa Ibom ASP Cordelia Nwawe, confirmed the kidnapping, adding that investigation on the incident has commenced.

Ntuk was a former Chairman of Ikot Abasi Local Government Area of the State in 1990, under the National Republican Convention (NRC) (NAN)

Timi Frank is an embarrassment – Ondo APC

A chieftain of the All Progressives Congress (APC) in Ondo State has described the suspension of the Deputy National Publicity Secretary of the party, Mr Timi Frank, by the Zonal Working Committee of the party as timely

The Zonal Executive Committee of the APC had on Friday suspended Frank following the recommendation of a five-man disciplinary committee.

Speaking with newsmen in Akure on Saturday, the APC Publicity Secretary in Ondo state, Omo’ba Abayomi Adesanya said, “the action of the ZWC is long overdue because Timi has really embarrassed the party in recent times.

“He has shown that his character does not possess the quality required of him to occupy such exalted position.

“Timi Frank has contravened some provisions of the party’s constitution, rules and regulations, especially Article 21 by ruthlessly dabbling into the politics of Ondo State APC Primary- that he knows nothing about,” he said.

Adesanya commended the NWC for the due process followed in the suspension of Frank.

He further urged state chapters of the party to be mindful of the caliber of persons that would represent them at important organs and committees.

Ondo guber: Start mourning impending humiliation – PDP tells APC

As preparations hot up ahead of the November 26th governorship election in Ondo State, the state chapter of the Peoples Democratic Party (PDP) has advised the All Progressives Congress (APC) in the state to start mourning its impending defeat.

PDP said instead of rejoicing over what it termed ‘fabricated and fake’ resignation letters from former political appointees who had left the PDP long ago, the party should start mourning the humiliation it would suffer in the coming election.

The party in a statement by its publicity secretary, Banji Okunomo, on Saturday, said the APC should stop celebrating fabricated resignation letters of their members and allies.

Okunomo said those whose resignations letters were being celebrated on the social media had left the ruling party in the state.

“Why should the APC celebrate the defection of people who have been with them long ago but just felt pierced by their conscience and decided to formally quit rather than continue to bite the finger that fed them?

“The public should take particular cognisance of the contents of these letters which bear the same subject, grammatical construction, thoughts and circulated by same set of people in the media. This implies that they emanated from and are engineered by one source, the APC,” Okunomo said.

He further stated that it has been a deliberate policy of the Mimiko-led PDP government not to sack any worker or appointee on account of the individual’s political belief.

He added that the PDP has noted for long the political stand and leanings of those persons whose resignation letters are being celebrated but in a bid to adhere to the party’s policy, the PDP decided not to sack anybody.

“It is no news that the APC is left to contend with its thin membership after its ‘padded’ primary governorship election which led to irreconcilable division and defection of over 60 percent of its members.
